i think Iceland,is near the polar circle,i prefer a hot country,i leave in the north of France and in winter the weather is cold windy as in England ?

The north of Finland and Norway, i presume. :-)
Tromso (Norway) is a town close to artic circle where temperatures can go down untill -20°c esaily in Winter.

Northern Sweden is known as being the coldest region in Europe or at least the one where you steadily have particularly cold temperatures in winter.
So it s the region around the city of Kiruna in the polar circle. That also is the reason why most car manufacturors (or even the aircraft industry) do their so called "cold campaigns" there. The resistance of cars (or other machines) against extremly cold temperatures is tested there.
