To answer your question, I confirm what your teacher told you i.e everybody in France learn English at school. But you are also right, French people do not all understand English! We are quite bad at English or other languages because of our educational system and also because we do not make lots of efforts. But you know, learning a language at school do not mean that you are fluent or bilingual! I think that to speak properly a language you have to live abroad for several years, unless you are very clever. In France, we are not confronted to English in our daily life and it is so easy to forget what you learnt at school. And we also have a terrible accent (but so cute and sexy!! According to what Britons told me...). But the young generation realizes that it is important to be good at English, and very often they move out of France to improve their English skills.

We must learn english at school, but it's really easy to forget... So I think if after school somebody doesn't need english, he will forget and will speak and understand quite bad...
And even if we study it in school, I think that french students are not very good in english in average... and have a strong french accent!

In Quebec we all learn french at school.Most of us speaks it perfectly but we prefer not to use it.

Frenchs or 'frogs' as it's yr favourite expression to call 'em don't see the usefulness to learn a second language. Now w internet, this is changing.
But it's same for British, they re very limited in a second or third tongue

all french people learn english in school but they don't speak easilly because they don't practice it as you known if we don't practice we forget

quand je lis l'anglais, je comprends un petit peu mais des qu'ils se mettent a parler, je ne comprends plus rien, surtout les films américains. On dirait qu'ils ont tous un chewing-gum dans leur bouche.
