Well, not that many English people can speak French, although those who come to France usually make the effort of learning a few fords (I used to be a waitress). And some of them can speak French very well.
I really don't know why French people can't speak English (or another foreign language). Maybe because they thought they didn't need to, which was probably the case a few years ago. I think it's changing, nowadays. People start to realize that it's useful if you work in tourism, if you have a business in a touristy town, if you work in business, or if you want to travel around the world (a lot of people around the world can understand at least bit of English).

niveau orthographe c'est un peu à revoir mais t'es tout pardonné! c'est une bonne question pourquoi les français n'apprennent pas + l'anglais? pour se comprendre et aller dans n'importe quel pays c'est qd même + simple...
