that can, plenty but that agree especially to speak not write, only few... We all studied english but most of our courses were sooo poor and our level in language is quite pityful. The main problem is that french don't like that others don't make effort to speak their language and we don't care to have good accent.
Compare to german, dutch people, we are bullshit but it is true that english people can challenge us for being the worst language student.

traduction: a lot of frenchies have learned a long time ago english at school, so a lot have some basis but a few can speak fluently... and concerning the comprehension of a native speaker... a disaster for most of french people

I can speak English as well!
I don't knwo if many French can speak English, because even if you learn it at school, you quickly forget it if you don't practice.
but anyway many French may be able to lead a short and easy conversation in English.
what about you, can you speak French??

Nearly all the French have learnt English at school.
Here in Yahoo Q/A French you must speak French : from community guidelines :

To be honest with you, I don't think that there are many French people who can speak English fluently. Learning English at school for about 4 hours a week is not enough. The best way to learn and be able to speak it properly is to stay in an English-speaking country for a while. That's what I did anyway. I remember that I was so bad in English, I hated the language and I was not willing to make any effort to learn it. Then, I went to the UK, stayed there for 8 years. I had a tough time but it was worth it.

Gecko is right. Most "young" French people can read in English and write a little bit without making too many mistakes. But most would find it difficult to have a conversation in English, and they probably wouldn't understand most accents.
But maybe in a few years, the situation will get better as English is becoming more and more important if you're doing business.

I would say that many french people can speak and understand english but are reluctant to do so. And their accent is terrible (I just cannot get rid of it!)
I believe that our neighbors in Germany, Spain or Italy are better in english than us though... but that's just my opinion...
