encontre esto, espero te sea de utilidad, el FIX esta en el URL de mi fuente.
Fix for Crystal32.OCX when not registering
Fix.Bat - To run Fix.Bat, download and place into the root (C:\) directory of your hard drive. In Start\Programs, choose MSDOS Prompt. A DOS window will pop up. In the DOS window, type in "CD.." until the prompt shows "C:\>." Type in "Fix." The program will run and register the appropriate support files. Click OK to close the register popups, then close the MSDOS Prompt window.
Download: Fix.zip
Fix for Crystal Errors: Full re-install of all Crystal Reports control files
To use the Crystal32 fix - repairs the "Runtime error: 339. Component CRYSTL32.OCX or one of its dependencies not correctly registered: a file is missing or invalid" error.
Download the Crystal32fix.zip file and unzip into a folder.
Copy your folder to the computer where the error occurs.
Run the Setup.exe.
The Setup will replace the Crystal support files with the most recent ones.

Probaste con registrar la ocx?, pruebalo regsvr32 crystal32.ocx
Tiene que estar copiada la ocx en el system
