why do they spell coloUr , neighboUr differently from us?

there's American English and there's British English

In the early 18th century, English spelling was not standardized.
Differences became noticeable after the publishing of dictionaries. Current British English spellings follow, for the most part, those of Samuel Johnson's Dictionary of the English Language from 1755.
Many of the now characteristic American English spellings were introduced, although often not created, by Noah Webster in his An American Dictionary of the English Language of 1828.

Because Americans speak American English.
They changed the language for easier spelling LOL.

They say WADER English say water. Different accent.

The English have flats, the Americans have apartments, checks not cheques.

They have to have something of their own.

Cos they can't spell.
More seriously - our American cousins speak American-English - in the same way W.Indians, Indians, Pakistanis, S.Africans, Australians,Kiwis etc etc all speak rather modified versions of the 'mother tongue'.
But don't forget the big differences twixt
the 'Standard' version - and the wide variations in Devon-Norfolk-Yorks-Lancs-Geordieland ...etc - and the Irish, Scots, Welsh....etc.etc etc.

I prefer to think of us in the USA as speaking American. As you noted we speak differently. You can even get a English to English dictionary.

Well after people emigrated to America they were at least 4000 miles from an Oxford English Dictionary so they had to work from memory.......

Cuz americans like to dumb down the language an awful lot and ruin the natural beautly of the word
Because Im Canadian, i get to choose wat way i want to spell it....and i always spell it the British way

They don't speak those words- they spell them in a differnt way. More phonetically.
