You have to be born in Canada.You can immigrate and become a citizen,but you will never get rid of the fact that you are a landed immigrate.
Being a Canadian is knowing the feeling of really being cold.

Lumberjacks are all Canadians and vice versa.
They're even more Canadian if they have a beard.
They're even more Canadian-er if they wear the skin of a polar bear as a vestment, in the same fashion that the great Hercules wore the skin of the Nemean Lion.
Steps for you:
Get training in lumberjackness.
Grow a beard. It's OK to use a fake one if you're a woman.
Hunt and kill a polar bear, skin it, and start wearing the thing.
