Congress hasn't really decided anything in the last few years.

On second thought, they decided to give themselves a payraise in the best interest of the people.

No. And it's not an issue. International and American law defines waterboarding as torture--and so do our courts. Bush and Cheney can spin till te cows come home and that wont't cange anything. They are still breaking the law.

Well the head of our Justice department thinks it needs more study on if torture is legal or not, so you tell me??
