They don't have a 'time' they work for as long as they like, it is no different than any other job. For the most part, they are usually employees at will. Rumsfeld was probably asked to leave because people were losing confidence in him, and in fact most had none. Powell left it seems to protect his integrity, my opinion is he doesn't appreciate the pack of lies he sold to the UN. Rove probably left to join either Jeb or Rudy's campaign team. His work was mostly done anyway.

Rove is debating and speaking at college campuses.
Powell is trying to mend his reputation by ranting about Iran doesn't have nuclear ambitions.
