couldn't agree with you more. the cons will say that by providing the means to have sex safely you are encouraging these youths to have sex. this is completely untrue. the birth control it being given to meet the need of an ALREADY existing problem. like it or not the kids are having sex with or without condoms, birth control, education, etc.
these things should be provided, along with education from both parents and teachers. abstinence should be stressed, but options should exist and it should be made clear to the kids that its their choice but that abstinence is the best choice at that age. kids should also be exposed to graphic pictures and data about STD's to encourage them to do the right thing. but you can't enforce "the right thing" you can only encourage it. you must have a plan B if the very difficult plan A doesn't work out.

i am getting the sense that responders here believe that these kids are having sex with adults. this is not the case. in the PA district where this is happening, its like 5 kids out of nearly 200 that are sexually active. its not a huge problem, and it is kids having sex with other kids, not adults. i think this is important to point out.

sarah - abstinence is also not "100%" effective, mainly because most people, following puberty, are unable to remain abstinent because humans are naturally and normally sexual creatures.
a person that says abstinence is the ONLY method of protection is like someon that tells a fat person "just quit eating any and all junk food and you won't get fat". yours is a very simplistic and ignorant argument to a very complex and serious issue.

To all you dumb, uneducated people... THis is basically still the same as having an abortion, its just a differant name. You still kill the baby, a living thing, that makes you a murderer! Can you live with the guilt?! Take responsibilities for your actions and stop just making descisions to help you! If you agree with this ridiculous rule, then you must've had sex at 7!!! I honestly dont't understand this mentalitly of "if they're gonna do it, then they should be protected." That is such you know what. Does that mean they should hand out baby blankets too!? Just in case they have the "urge?" Come on guys! Kids need to have some responsibility and self control for their actions! Believe it or not, not all kids will or SHOULD have sex when they are in 6th grade! Our culture is going down, way down, and it is because of this and dumb stuff like the HPV virus. Kids SHOULD NOT be having sex until they're mentally, and physically ready. And I don't care what kind of so called "mature" kid it is, because that's what they are, KIDS! They are not emotionally prepared for the aftermath of sex, no matter how many condoms or pills they have. These KIDS are in middle school, they should not even be THINKING about sex until they are much older, AT LEAST in High School for crying out loud! And where are these parents whose kids are having sex in middle school?! I'm sorry, but parents need to be parents NOT friends. They need to say no once in a while, and set restrictions. This is truly and utterly ridiculous.

I'm a liberal and pro-choice, but I'm totally opposed to this program. First, because I'm a nurse, and I know that accepted practice is to not give birth control to any woman without a OB/GYN exam and Pap smear. Are they doing that before they hand out the pills? Haven't heard anything that says they are. Second because I know how irresponsible someone of this age can be, so how can we believe they will take their daily pill without fail? A lot of adults don't even do that! What is needed is very intense sex and birth control education starting in middle school. But of course, parents would object to this as a violation of their parental prerogatives. These people are usually called grandparents, but that never seems to get through to them.

having read thru some of the anwsers i think that most of you are not getting the message clearly. not long ago we were introduced to the fact that our schools want to begin sex education in kindergarden. how is it that with all of the sex education we are giving these students we need to give them condums and now birth control pills? are we saying that sex education in our children is useless and now we need a new direction for our children? lets face reality we no longer care if our children know how to read and write and due sums when they leave high school. we no longer care that our children get good grades while in school. we no longer care how disruptive our children are in school. we just want them to feel good about themselves. we no longer want our children to lose at sports. most youth activities no longer can keep score at games for if little johnny or little betty were to lose at something well it just might tramatize them for life. our we spawning a society of youth that no longer have to be responsible for their actions? our school system should not be required to do anything more than teach our youths how to use their brains and learn how to write and read and be morally and socially responsible for their actions i feel sorry for parents that think the schools are the all being for raising their children and won't take the responsibility in teaching them right from wrong and how to be responsible. i will tell you this the american parent needs to take back their schools and make them teach what is their responsibilty and for the parents to teach their children the rest to make them responsible. get government out of the schools with all of their wacky ideas and get back to teaching not raising the child. mr doodles

Obviously, you have fact-based thinking. Too many people think something "new" is going on, that is if 'we' don't talk about sex teenagers won't have any. I truly find those same people anti-abortion, anti-education and so pro-pregnancy irritating a**holes. Never do they realize preventing pregnancies is preventing abortions

It's not that they are providing the birth control, as much as, they are not notifying the parents about it. I can see not telling the parents if the kid was 15 years old or more, but come on now 11 is a bit young. Plus, birth control is medical and that gets into a whole new set of issues.

we should not be surprised because that is what the libs want mre control. Instead of the parents actually doing some parenting the government will just step in and take care of it themselves. the government is the new parents

Where are the morals in that city? Good grief! Don't parents talk to their kids these days? Junior high kids should be considered too young for birth control. Obviously they aren't because some of the girls of 12 are pregnant. The parents of those girls should be jailed and fined and the girl with her child put into a home where she can get some discipline.

Since the kids have a history of pregnancy there already, they must prefer that.
""Portland’s three middle schools reported 17 pregnancies during the last four years, not counting miscarriages or terminated pregnancies that weren’t reported to the school nurse.""

You must be insane or just really naive.
Even in Portland Maine, it is illegal for a child (11 years old) to have sex. But to give them birth control is just aiding and abetting a future crime.
Why is the left so hung up on abortion and children having sex?
How many pregnancies are these 11 year old children having?
How moral is it for someone to have sex with an 11 year old child?
Something is wrong with you, these are not High School aged children.
