harajuku girl sounds fun. or a geisha is sort of neat without being slutty. some of the dorothy costumes i've seen are really cute, but if you are worried about looking inappropriate then i'd go with your first choice.

go as Alice in Wonderland
- it will look cool and will be a total supprise to everyone
dress foot to head -
black shoes/or heels
opaque white tights
short blue dress - say mid thigh
white cover as alice yhas in some of the pictures
hair neat and down
your'll look very pretty and all the boys/men will be interested in you

Try and be as creative as possible.
one suggestion.
place pasta colored yarn on an old shirt by tacking it, then use the same color yarn and tie it to a colander then wear it like a hat. Make some small pom poms out of meat colored yarn and tack them to the shirt as well. for more detail put some reddish colored substance on the shirt and VOILA, you look like someone dumped a bowl of pasta on you!
