Start saving your money. Research different breeds and find one that will fit your lifestyle. Find a reputable breeder since you want a puppy. Estimate how much the dog will cost, the cost of puppy vaccinations and the spay/neuter. Show your parents the cost break-down and how you plan to pay for it. Research obedience classes and talk to them about this as well. Plan for what you will do with your dog when you go off to college.
You can also look into volunteering at your local humane society. This way you get to interact with dogs and it shows your parents that you really are interested in a dog and it isn't something you will become bored with a few months after bringing home a puppy.

Make sure your room is completely clean for a couple of weeks, offer to help more around the house. Offer to help a family member with their pets, ask your parent if you could volunteer at a local humane shelter to show responsibility. There you could really learn how to maintain a pet, get some hands-on knowledge so you know what you are getting into, learn a trade to help in getting you a job later on, and find a really cool dog to adopt at the same time !

You could beg and plead and if that doesn't work, you could try bargaining..
Offer to do some job around the house they'd like to see you do on a consistent basis and tell them that if you prove to them you can do it for six mos, will they let you have a dog?
If it's something they don't believe you can do, they might strike the bargain. You being consistent with it would show them you are serious about wanting a dog and that you can help to take care of it.
If you are a few years from leaving home, make sure it is a breed your parents like.
Chances are, you will leave it behind with them when you (hopefully) go to college.

you will have tos how them that you are respnsible enough to water and feed this animal and exercise him and pay attentnion to this dog its not something to tie outside and let go. it has to be planned part of the family they have feelings and needs also take care.
