Solubility of salt in water is due to bonds which can be formed between the 2, that is the water bonds will break the small bonds within the salt to form a big water-salt bond. Whereas the poppy seed,its made of stronger bonds water can't break and as its less dense than water,it just floats.

When salt dissolves, the sodium and chloride ions are attracted to and ",ix in" witht he hydrogen and oxygen ions in the water. Since the ions are very small, we cannot see them and we call it dissolved.

Poppy seeds do not dissolve in water but stay seperate. Since they have a lower density than water, they float.

Poppy seeds are less dense than water so they float. I cant expalin the other one, sorry.
