No. Nor even the matchbook. They CAN see a bunch of guys standing around who MIGHT be smoking but you can't positively identify who they are. And you can only do that if atmospheric conditions cooperate and your satellite just happens to be passing over that spot at precisely the right moment. Anything you've seen on TV or in the movies concerning satellite imagery is fiction.

As of the year 1999 - the best satellite imagery could get is about a 3 foot resolution (according to the military). Meaning anything smaller then three feet in size would be indistinguishable from the background. So a car, for example, would be clearly visible - even the make/model could be made out. Liscence plates would just appear to be a small blob - visible but not clear enough to be read.
What is being used now electro-optically is probably a bit better... other types of imaging are being improved on as well such as synthetic aperture radar imaging.

Nope. That's the sort of thing that you only see in the movies, where a satellite photo is magnified hundreds of times without losing quality or resolution. In real life, this is not so.

I wouldn't say SPY satellites, but yes, the US has technology that can zoom in and read/see info that is as small as a postage stamp- by now probably even smaller. I have personally seen it!
