They don't want their troops to go out of commission due to their feet.
Look at our US troops in Vietnam. They were told to change socks multiple times a day.

I believe that the deal with British Army foot hygiene goes back to WWI and trench warfare when there were many soldiers on both sides suffering from immersion foot, also known as trench foot.
