What a rediculous idea! Yea, in a few years she'll look back at her wedding album and see what a silly idea a circus wedding was. Clowns? What is this girl thinking? OMG..........what will bridezillas think of next. Try to talk them out of this stupid idea...If worse comes to worse, then dress as a trapeze artist, and at least you will have some spangles on you.

Dress bright and colorful in festive colors. Big Top Colors are generally primary colors so take you cue from there. Or dress traditionally but get one of those gag squirting flowers to wear as a corsage. Your sister will love it.
If guests are dressing up as well and you wanted to join in plus you are happy with your physique, how about a trapeze artist? (you could even wear a tutu and pink leotard!)
What an imaginative sister you have. I can see a wonderful future for your sister and your brother in law. Never boring, always interesting and right outside the box.

As part of the wedding party or as a guest?
There are a lot of things as far as a participant; a tightrope walker or bareback rider; a bearded lady. And this would also work if they have asked their guests to dress in 'circus attire'. Otherwise dress as you would for any wedding.

Wow, I'm wondering how retarded you think that is. Their wedding pics are going to look like halloween. Why don't you wear a pair of jeans and a T-shirt and show up as a member of the circus audience. That way you'll save at least $50.00.

or wear a nice dress and get a beard from a costume store... bearded lady- that way you can still dress up and play a part.

Are you "in" or "participating in" the wedding?
If you're "in" the wedding, I'm sure your sister will advise you on what she'd like for you to wear.
