Des Moines, Washington has a "council-manager" form of local government. That means that the people elect members of the City Council, and the City Council hires a professional City Manager. The City Manager's job is to run city services, but has only as much authority as he is given by the council. The Mayor is actually just the chair of the City Council and presides over council meetings.

Your current Mayor is Bob Sheckler. The Mayor Pro Tem, who chairs the City Council when the Mayor is not present, is Scott Thomasson. The City Manager is Tony Piasecki.

The Mayor of Des Moines is Bob Scheckler. He is one of seven members of the City Council. Since Des Moines has a city manager form of municipal government, as opposed to the charter government type seen in NYC and other large Eastern cities, the City Manager is Tony Piasecki.
