Well a CIA agent's identity was leaked, and an investigation started. Libby was at some point suspected of being the leaker. He did mention the agent, but not until after somebody else did, so he wasn't the leaker, because the info was already leaked. The leaker confessed to it, though it is not clear whether the agent was even undercover or whether the "leak" was in fact illegal. Some people say all her friends knew she was CIA anyway.
Scooter Libby (VP Cheney's top aid) had apparently made an incorrect or deceptive statement and was convicted of lying about the leak which may not have been a real leak and to which somebody else confessed although nobody has been indicted or convicted..
He was sentenced to prison time but the President commuted his sentence; so he is free now and has paid a $250,000 fine. The Pres did not give him a full pardon but allowed the conviction to stand, only changing the sentence, so I guess he thinks Libby did break the law but that the sentence was too harsh.

From 1985-2000, Scooter Libby was a lawyer representing fugitive criminal Mark Rich. Then he became VP Cheney's Chief of Staff. When Joe Wilson published a report that Saddam Hussein had not tried to get uranium from Niger, Cheney decided to hurt him any way he could. Wilson's wife was a covert CIA agent working for a front company that monitored Iran's nuclear weapons program. Bush and Cheney decided to out her publicly. Agents died. The CIA demanded an investigation, and Scooter took the fall. Bush commuted Scooter's sentence.

Libby used to be the Cheney's top man and because a political controversy became the scapegoat of this administration. He is carrying the whole load of an "Illegal disclosure" so that the vicepresident or even the President didn't have to face any charges. Mark my words, I wouldn't be surprised if he was offered a "full pardon" in secret and gets it before Bush gets out of office. He already took him out of jail. And the only thing he had to do is be faithful and keeps his mouth shut. It is like the secret service taking a bullet for the President, although this time was for the vice-president. Politics is funny, don't you think?
