Dont restore.....Wat a noob.......Do this.

The 'Delete' option when right-clicking the Recycle Bin is new, giving you the option of removing the shortcut from your desktop easily. To restore it you can go Start->Control Panel->Appearance and Personalization->Personalization and then click "change desktop icons" from the left-hand column. From there just check Recycle Bin and click OK.

I don't have Vista, but in most Windows systems you just find the recycle bin, which you can do with a search, and right click the icon to send it to your desktop.

It should work the same way in Vista. Usually the Recycle Bin lives in your user profile somewhere.

Well your problem is very easy to fix. The easiest thing to do is to go click start, and go to search. When the window comes up, search recycle bin. The results should come up fast. Now, find the recycle bin icon and click on it and hold it and drag it over to the desktop.
