Well, it can be kind of a pain, depending on how many pictures you're going to use. For blog posts, I tend to use flock to just upload all my pictures to photobucket or flickr (using a simple drag-drop interface), and then drag and drop them into my blog posts - works with wordpress, blogger, a few others.
For exporting directly to HTML, I would use picasa from google. It can organize your photos, add captions to them, and when you want, you just "Export to HTML..." any photos you've selected, and it makes it a lot easier. Then you just upload the folder it makes to your website. Or upload directly to a web photos page from google. And last week a plugin was released (by google or yahoo, I can't remember which) for picasa to upload to flickr.
I used to code it in direct html, but like I said, it can be a pain if you do a lot. The bonus of these tools is they make the thumbnails for you, so you don't have to spend all the time generating little pictures of big pictures. If, however, you do want to learn html coding, just go to View --> Page Source on any web page to see how it's written, and that should give you an idea of how to do it yourself.

if u want one photo and would want to convert it in HTML codes....make an account on http://www.photobucket.com
Then upload the picture you want in HTML and the embedded link under your pic will be the HTML...and for words from MS WORD...just go under FILE and hit SAVE AS....Under the SAVE AS option bar...select html or xml document....it will save it

Words, you just type into the BODY of the code. Photos, you need to save into a folder (call it "images" for example) and then code answer #3

HTML is a language, you have the code, then the pics and documents will form part of the webpage.
