I really want to tone my arms done there not fat but I am really self consious about them what should I do to get them toned fast?

In addition to the weight training suggested, try some cardio activities that use your arms. Swimming and rowing are excellent - you burn calories, get your heart rate up, and can enjoy the outdoors (wear sunscreen!).

If you don't have weights, anything from pushups to pullups are great to work the muscles... add a couple reps as you go along to build up.

Lots of reps with not too heavy a weight 3 times a day, do curls, front and back and prone press.

Pullups sound a bit extreme . . . I think you'd have good success with dumbells and maybe pushups. Good luck!
