There is a valid reason i guess why the dog licks these parts. They are itchy. Try to check out your dog for any skin lesions. She might have dermatitis, or any other form of allergy. Do you bath it regularly? if youre not sure, you can bring it to a veterinarian and they will prescribe an ointment if there is skin lesions.
What i do for my dog to stop it from licking these parts while the ointment is on, is to a put a huge hard cardboard around its neck ( just like a big collar) , that way, they cant lick the other parts of the body.

he might have an allergy. try a benadryl pill in the morning and 1 at night for a few days and see if it helps.if he is a little dog just cut the dosage in half sometimes worms and infected anal glands will make him lick and dig at himself. the vet should take a look at him if it continues he might need something to calm him down if he is hyper or is drepressed in some way, take care

GO TO A VET ASAP!!!!
seriously! it could be a number of things, it may be fleas, allergies or just a nervous tick.
try giving the dog a bath and instead of dog shampoo use a oatmeal formula baby shampoo if that doesnt help then its probably something that need medical attention. your dog could be seriouisly ill if its doing all those things so you really need to see a vet.

ask your vet, maybe he has an allergy and it is irritating his skin. if that is the case your vet will put him on antibiotics and a steroid to help with the healing of his open cuts, you will have to start experimenting with certain foods and hypo allergenic soaps, your vet will be able to give you a great shampoo for your dog that should soothe his irritaded skin. I hope this helps

Your dog has SEVERE allergies, most likely to foods or fleas. Please have an exam and consultation with your vet and get it resolved asap, or he will continue having serious problems.
