I am wanting to find out what the grace period, if any, there is for paying rent, is there a maximum amount that they can charge for a late fee and can they "stack" fees (i.e., late fee plus $ just because).

You will need to refer to your lease agreement for the exact terms of your lease. And you can also contact an attorney who works the landlord laws for GA and ask them about the state laws.

If no grace period exists in your lease, there is none. There is not a maximum amount which can be charged for late payments, and yes, they can 'compound' interest on late payments.
