On being late in paying rent i requested to waive off the fine since i was only 3 hrs late in payng the rent? The lady immediately threatened of legal notice. I found this highly arrogant, is it he normal behaviour of apt. staff? Should i tell them they are arrogant and unpleasant

As a landlord, I hear every excuse as to why the rent is late. When you hear it all the time, you actually get sick of it. Her attitude may stem from her tenants being late. The late fee is normal and well within her right. 3 hrs late is exactly that: Late!. Pay the fine you owe her.
The legal notice she threatened you with was a eviction notice IF the late fee was not paid with the rent. So pay your late fee. If you want to tell them they are arrogan and unpleasant, go ahead. But you had better have somewhere else to live. They arent going to put up with that from you because YOU were wrong, not them.

Yes. Find out who the owner of the apartment is and file a complaint about the employee's behavior.
