Wall Cleaner
2 ounces borax
1 teaspoon ammonia
2 quarts water
Dissolve the borax and ammonia in a bucketful of water. Scrub a really dirty wall from the bottom up. If you scrub from the top down, the dirty water will run down over the dry, soiled wall leaving hard-to-remove streaks. Oddly enough, it won't stain wet, clean walls. For textured walls, old socks are good scrubbers because they won't tear off in little pieces as easily as a sponge might. To keep water from dribbling down your arm, fasten an old washcloth around your wrist with a rubber band.
If the cleaning doesn't work, the only other possiblitiy would be to get an exact match to the paint. To do that you would need to take a paint sample to the hardware store and they can do a computer match to the color, and mix up a can for you. The thing is, I'm not sure how you would get a sample of the color of paint on your wall to the store. Is there anything removable, with that color? Like an outlet cover, a heating duct grill, a small piece of baseboard? They only need a very small sample, about a couple inches square. Even then, the color may not be exact. But it should be a close match and you could feather the colors out.
Of course, you will need to match the gloss type: flat, gloss or semigloss. And most likely, you will need to paint over the stain with primer first. Otherwise it may just bleed though the new paint.

Try simple cleaning methods first. If this fails, painting may be the only solution. If you are renting, should this have been done, PRIOR to you taking on the lease? If so, speak to your landlord. He may at least offer to pay for the paint, if you pay for or do the painting yourself! I would not attempt to 'match' the paint with a spray paint. I think you would be extremely lucky to get it right doing this. Are some of the marks in a position that you could cover with something, like a painting or similar?? Hope you have some luck!!

If it's bad, you may just paint over the whole thing, or if it's a very close shade, just that whole wall. If you spray paint the stains, they'll just look likebigger stains.

If your walls are painted with "flat" paint; as most apartment walls are, there is no product which will remove the stains, and you are faced with re-painting. USE SEMI-GLOSS PAINT!!!! Thereafter; if your walls get stains, a product called "Cinch" works wonders when used with a non-abrasive sponge. Mr. Clean or Lysol also works on semi-gloss.

Try cleaning them with windex or a window cleaning product. You may need Mr. Clean. It is stronger but works well.
