Try using shaving foam. Saw it on Martha Stewart, tried it and it worked.

Chromed faucets should take nothing more than wiping and polishing with a soft cloth. If there is hard water build up try saturating a cloth with white vinegar and wrapping it around the area. White vinegar with disolve hard water scum. If that does not take it off, you might try a product like BonAmi to polish it off. Don't use regular cleanser as it will scratch the finish. Finally, visit your automotive store for chrome cleaner and microfiber clothes that they use on cars. You are dealing with the same surface as your car trim.
Be gentle. Once scratched, chrome cannot be fixed.

All natural and safe for you and the environment - use a mix of carb soda and vinegar [make a paste] apply, wipe over, rinse off then polish with a soft cloth. Beautiful, clean and shiny taps and no nasty or dangerous odours.
