Have things set up so that way finances never force someone to take 5 years off to work and save up for tuition. by that point, many students just say "screw it". I'm not even talking about hand-outs, just make it possible for students with full tuition scholarships to find money for room and board. Making it that everyone is guaranteed a loan that will cover room and board and any balance remaining in tuition.

Put more federal money into the K-12 system, so students will qualify for college. I refute the "high cost" arguement as there is $1B in unclaimed scholarship monies each year. If someone truly wants to go, there are many many ways to make it happen.

Retool the loan process. It's terribly outdated. There's not much you can do for scholarships, because those are private, but loans are public, and should be taken advantage of. Parents should get good discounts on funding their children's education. And kids should get good rates on their loans, regardless of their family. Many kids have high EFCs, which disqualifies them from the good loans.
