We will actually live on the Moon beginning with the next Moon mission in 2018. We will build colonies that will eventually help us move on to inhabiting Mars in about 30 years.
We are currently living in a space station floating above Earth, it will not be that difficult to create living quarters on the Moon. There is ice on the caps and we are already capable of recycling air and water. Expensive yes, thus far $100 billion to get there.

No reason to. If the moon were soaked in oil or some other useful stuff believe me, we'd be there. It's just a matter of wanting to. We could have been on Mars by now but again, it's a matter of having a good reason to go there. Right now robots are the best bet. They're cheap, don't need food or water and if something goes wrong, there's no family to console.

What is the advantage of having a base on the moon? One of the posters suggests it will cost $100 billion to get there by 2018; there is simply no advantage to go there. We know from the international space station we can live in low or no gravity for periods as long as a year, but what is to be gained by living on the moon. And $100 Billion? Let's spend it on AIDS research or filling pot holes.

Uh... because the moon is a desert wasteland with no food, no water, no energy supplies, and everything you need to live you have to bring with you. Even if we wanted to, it would be several generations of full-time planning and effort to do it. It makes no sense yet.
Even Mars would be a better choice. At least it has an atmosphere and water.
Then again, we can't even keep shuttles and space stations working.

Because ever since the 1970's the government have been cutting back on the funding for most space science and exploration, instead they've been wasting billions on the International Space Station which serves no practical purpose.

Why, do you want to?xD Probobly because scientists haven't found out how to do that. For one thing, the moon has no oxygen that we know of, so we wouldn't be able to breathe! Scientists will eventually find out how to make this posible, botth on the moon and on Mars.

Too much money squandered elsewhere... and it is debatable if a moon colony would be a top priority IF money had been not so squandered... say in Iraq, since there are more important things to do here before that.

No money it. If the surface of the moon was covered with diamonds I bet we'd be mining it. There's no profit in going to the moon to study rocks.
