What the Democrats should do in their next version of the bill to fund the war, is to include a provision rolling back the Bush tax cuts for the rich, if the troops aren't withdrawn by a certain date. Bush is the only president to have cut taxes in the middle of a war. If Bush wants another 124.2 billion dollars to fund his war, somebody has to pay for it, and it shouldn't just be the next generation of tax payers.
