I counted one time on a loaf of Safeway white and came up with 21, not including heels. Who puts an odd number of slices in a loaf of bread??

Not all brands are the same. Look at the nutrition section on the label. Take the number of slices in a serving (usually 2, but sometimes 1) and multiply by number of servings per package.

Depends on the size of the loaf and the size of the slice.

Different companies do it differently. Sold by weight not slice.
