well if they are on your PC then you can only remove them or install a program like the ZoneAlarm (Pro would be great) which in case off a suspicious behavior will ask you what to do (Block or Allow)
NOTE:It needs some time to set it up (firewall) but after it's done your PC will be much safer from suspicious programs and unwanted behavior

Well I think the problem is a virus or spyware or trojen-horse....... seriously it can be anything the best way to fix it is by opening ur OS in safe mode. Just press F8 when ur PC boots and select safe mode. After the OS has loaded try running all the security softwares that u have got(only installed) including the software present with the OS. Up to 90% the problem will be fixed the 10% i dont know as I have never experience the problem.
If the problem is fixed I recommend the following software to be installed in your PC
FIREWALL : Zone alarm (free/Pro, but pro is recommended)
SPYWARE : Webroot's Spy sweeper( latest version)
ANTI - VIRUS : Norton or Panda antivirus 2007 (its the best)
There are also other software but according to me these are the best.

I find your question confusing. To check for viruses, I suggest you go into Safe Mode. This way, Windows will not be loaded and hopefully you will catch any self-executing files.
If you are not familiar with Safe Mode:
Turn your PC on or Restart. As soon as you see the black and white screen, press and hold the F8 key. Continue holding until you see a black and white menu. Safe Mode is F3 or F5.
Click Start, Programs, run your AV program, install, uninstall, whatever.
When it is finished, Restart.
You will probably find your icons messed up. No biggee. Drag them back into place.

Try booting into safe mode. Enter F8 while rebooting and select the safe mode option. Then perform all the scans you can think of. Safe mode only loads up the very minimum of genuine Windows OS files

Boot in safe mode.
clear unwanted from start->msconfig->startup
clear the local cache.start->run->temp->dlete all
clear the prefetch details.start->run->prefetch->delet alll.
if possible clean the registry or try a system restore.
