we were with a group of friends at a picnic and he came up behind me and smeared a whole plate of potato salad in my face, it left my face covered and the smell sucked

oooo that really sucks!!
but here's something. when hes not around, you could gummi bear his car. get a huge bag or bucket of gummi bears and basically lick and stick all over the car haha its a PAIN to get off cuz he would have to take it to a car wash :)
and hey, nothings wrong with those childhood pranks like putting the salt in sugar jar, plastic wrap on the toilet seat, or even changing all the clocks so hes late for work!!

What you really do is make some choclates or cakes but put really nasty stuff in them. For example, fish paste, marmite, lemon juice/ lemon, e.t.c.
Then you put them in a choclate or any food box (eat all the nice tasty choclates first if you're using the choclate box and nasty chocolates.) and then put them in the box. Offer it to your friend and watch your friend's disgusted reaction!
Cos life is like a box of chocolates. You never know what's going to be in them!

mark up his underwear w/ a brown marker. put a whoopie cushion on his chair when there are alot of girls around.
call him up on the phone and pretend that u r taking a survey
for some magazine and ask him alot of personal questions.
