If you're looking for a wiki on a popular topic, then the easiest way to start a new one is to visit requests.wikia.com and ask for a new wiki to be made.
Look at the list of wikis that exist first though - maybe the topic you're interested in already has a wiki that you can join.

You install wiki software. MediaWiki, which powers Wikipedia, is freely available.
Then simply edit pages.
