Although not used much anymore, the Army's M1840 NCO sword dates back a long time. Primarily seeing its use during the civil war, the model remains virtually unchanged. The original model came in an all brass grip with blades of various lengths. Today's version supplied by Marlow White is a little more elaborate. With gold plating and stainless steel, MW's is many steps ahead than the original issue models in looks, but functionally, it is lacking. The civil war issue models, although worn more for looks, did have a functional blade, but came dull and required sharpening. Yes military army people do use NCO swords. They are a German version of the infantry sword during the Napoleonic Wars. The M1859 NCO sword continues service today as the Marine Corps drill and ceremonial sword.

The marine above me is incorrect, even though the marines like to think their special. Army FM 3-21.5 Appendix F describes both the movements and the type of sword Army NCO's are authorized to use. The nomenclature for the sword is noncommissioned officer’s sword, model 1840. Used for Cermonies and parades.

Yes, the Army does have an NCO sword. Cpl and above may wear it for special occasions i.e. cermionys, weddings, funreals. Here is a link saying when, where, and what uniform may be worn. http://www.militarysabers.com/military-sword-information/m-faq-when-to-wear-army-saber.html

It would appear as though NCOs have a sword and can wear it for ceremomies, military or civilian.

Marine non-commissioned officers (Coporal and above) are the only enlisted personnell authorized to carry a sword. It is used for ceremony only, and all of the swords (across the branches) are patterned after the 1864 cavalry officer saber. A Marine officer carries a Mameluke, in honor of the Mameluke sword given as a gift to Pressley O'bannon, commander of the Marine detachment that helped defeat the Barbary Pirates in 1805. The sword was given to him as a token of gratitude by the King of libya.

They probably feel that any other NCO beside the Marines wouldn't know what do with a sword :P
