Depends on which is more important to you. Time or money. Pull the header and unscrew the bolt, get a new gasket and put it back together. If the bolt is snapped flush with the heads, there are a couple of things you can try.
Get a chisel and hammer in an indent into the exposed bolt. Be careful not to hit the threads on the head or that will give you problems getting the bolt out and then you'd have to chase the threads with a tap. Next, you could go out and buy a easyout kit. You drill a hole in the bolt and then insert the easyout and use a wrench to remove the bolt. The easyout looks like a large screw with reverse threads. Lastly, you can buy a reverse drill bit and then drill out the bolt, a lot of the times the drill will grab and then unscrew the bolt out, or at least enough to get a pair of channel locks on it to get it out.

A shop would charge $10-15. Its better to let a mechanic do that for you rather than try it yourself.
