Better is very subjective. The DVD player with built in amplifier is "better" for people who don't already have a surround sound system but want one and dont want to worry about connecting cables up. However some see a separate DVD player and amplifier as "better" since you can pick and choose the individual items for cost and quality.

If you already have a surround sound system then you would not want a DVD player with amplifier since you already have an amp!

What you mean maybe a system that called "Home theater in box', a complete simple system consist of a DVD player, a surround processor, a multi channel amplifier (usually all 3 of them are put in a single box, which looks like a DVD player you probably mean), plus 5 small satellite speakers and a small subwoofer. Usually the performance is compromised, in the favor of simplicity and cost, no matter at what cost level it is, be it 'high-end' like Bose or B&O (sorry there)
If you already have a decent 5.1 speaker system (be it active or with separate amplifier), you'll better go with a good quality, dedicated DVD player. If you're a home theater and music 'enthusiast', you'll like it because you can arrange and match each component of the system to suit your personal sound and look taste, and upgrade each of them as the budget allows.
But, if you don't like all the messy connection and racks of equipment, but only want to relax and enjoy a movie without too much attention in performance, maybe the all in a box system is the right one for you.

Most combined DVD/HT amplifiers use inferior electronics. Unless you go higher-end like Bose, you are probably better off keeping the amplifier and DVD player separate.

You can pick up a nice Home Theater amplifier for under $200.
