After birth, though preterm, I cut the hair because it is compulsory to do so as regards religious belief.

Some babies just take longer to get their hair. It can take even over a year sometimes! But don't think that means he won't have nice, thick hair...it may just take longer than you want to. :D

I don't think there is any reason to look for a way out. The hair will grow. I have a 9 month old baby and her hair has just started growing. Don't bother yourself, the hair will grow with time. I also have a 6 year old child whose hair was not growing well as a baby, I had to trim it really down three different times before the hair grew and now her hair is really full.

Well if you don't want to wait for it to grow in and thicken up on its own you can always give hime a buzz cut. My sister-in-law did this to her little boy when he was about 5 or 6 months. He had almost no hair, she buzzed it and it came grew back quickly and thick.
I personally would just wait, but it is an option.
I think she used a 1, it wasn't completely gone but it was short.

My daughters hair all fell out around 4 months old. It grew back within time. When she was 1 it was starting to get down below her ears. Now shes 19 months old and she has a full mop of wild curly hair!

If you had cut his hair due to your religious beliefs only four months ago, why are you worried about his hair growing out?
Four months is not very long. I have seen a lot of bald babies
that were much much older than that, just naturally.
Stop worrying and count your blessings -your beautiful baby.
