Also, you may be able to make a web page through your IP. Many IPs offer something like 10 MB of space for free per user account. This is not much, but it may suit your needs.

There are many site builders out there, like lycos' tripod (http://www.tripod.com) or angelfire that have basic templates and let you build a website for free. In addition, there are personals sites like myspace, such as xanga and yahoo 360.

yeah all over the place. You could purchase one from any search engine like yahoo or netscape. Etc. Or you could get a free one from geocities.com. If you have a yahoo account then you can get a free geocities web page.
