Well i plan to move into an apartment,and i dont want to pay for a phone service since i mostly use my cell phone. But i want to get DSL, so do i have to get a Phone service in order for my DSL to work, or can the DSL connect through the phone line.

(The phone jack works)

In theory (from a technical standpoint) it is possible to have a DSL connection without being able to make or accept voice calls.

I'm not aware of any service which will offer that though.

(Which is why I'm considering switching to cable)

It must be an active line. You have to pay for phone service to use dsl....

You just need to pay for local access, you don't have to have anything else on your phone line at all, not even long distance.
