I can open my blogger account and edit the content. The only problem I have is that I cannot view my account. I want to see the effects of my updates but after several attempts to open my account, the webpage can't be uploaded. I've received a note that my account is viewable from outside china. Is this again another government regulation? please tell me how can I view my blog. Thanks.

why don't you try opening the page on a computer other than yours or just signed in as a different user - if you still cant view the page then it's probably one of the government regulations youre talking abt.

Do you mean that you can't read your blog on the WWW? Can you see other blogger pages? If this is some sort of restriction, try searching for your blog name on Google and see it through the Google cache.
