It looks like quest dsl has been available since 2003 in Moses Lake, so I'd say yes you can purchase it for your mother. To know for sure, put her phone number in the 2nd link.

First you need to do the following :
You must call the dsl provider you want and ask them that you want to install dsl. They will tell you what type of phone lines you have, that is PSTN for a simple dial-up connection, ISDN if you can connect on-line and make/receive calls with the same line at the same time.
So your connection will transform to a digital DSL line. Don't forget to ask if they can support DSL line in the location you want, they might can't and you'll buy dsl that can't be used.
If everything works fine, buy the DSL package and wait till the line gets updated to the digital one (it will take aprox. a couple of days for that). The installation you have to do it on your own, but there is plenty of support inside the DSL package and on-line, so you won't have problems about that.

DSL is only available in certain areas. You must not be too far from the main switching office. Most phone companies maintain a web site where you enter a phone number and it tells of DSL is available. If not then phone and ask.
