You could try using DNS Stuff (centre column has IP searches).
However, sometimes an IP is dynamic (so user gets a new one some other tme when they connect to the ISP.
My ISP allows me to choose either static or dynamic (so it would be possible to switch easily). Some services exist to provide a user a dynamic IP. They normally have terms and conditions to stop them being used to create abuse, and it may be difficult to prove a specific user was the nuisance.
You might also want to add a logo that displays the user's IP address, to remind them they can be traced. See the DanaSoft link as an example (you can choose the design and set your own text message on their website.
