i am having shoulder surgery on april 3rd, whats the best cut off time for drinking?

You shouldn't drink. AT ALL!

If you are talking about drinking alcohol, I think you may have a problem. If you stop drinking other liquids 6 hours before the surgery, you should be fine.

Drinking what? You should have NOTHING by mouth at least 8 hours before any surgical procedure. If you mean alcohol, 48 hours. If you are a "drinker," please notify your doctor and anesthesiologist BEFORE surgery.
