With ballet flats i think skinny jeans and a pretty tunic. Wear a belt over the tunic. Layer some necklaces (long ones) to match the color of your shirt or shoes. Also wear earings but not a bracelet because that would be too much and you would look wierd. Also try wearing legging and a pretty long shirt. Maybe even a skirt and layered tanks! I think those would be the best choices.

Today I saw a young lady.... 20-ish... in ballet flats, with a gypsy flare skirt, peasant blouse, and vest. She was definitely going for the hippie look, and it worked !! Another shopper near by said, " She doesn't realize how gorgeous she is." and she probably didn't. There are many other combos for flats; this is just one . Skinny leg slacks with a off the shoulder tunic top would be hot, too. Maybe with a funky hat.

Well it depends on the kind of ballet flats...
but usually a mini skirt or small flared jeans look really good.
As for a shirt, just match up what looks the best.

Audrey Hepburn is my ballet flat idol!
She would pair them with skinny jeans or slim pants/capris and a turtle neck for winter.
