No, it's not illegal. However, they may be trying to scam you.

There are many free, legitimate, applications (such as Skype, TeamSpeak and Xfire) which allow you to make free PC-to-PC calls, which are perfectly safe and legal.

It's also legal to use VoIP (Voice over Internet Protocol) to make PC-to-landline (or cell phone) calls. However, the company providing the service must pay for connecting calls to outside lines, and they have to make up that cost in some way. If they are supposedly offering the service for free, you have wonder: How are they making their money?

If you decide not to go with the service in question, there are many great, reputable VoIP providers such as Skype, Vonage, Comcast Digital Phone, Verizon VoiceWing, and Time Warner Digital Phone, that you can consider.

Do you and your human beings not have something extra effective to do? You look he's wise sufficient to dam incoming calls. interestingly you're actually not? putting a type on line isn't unlawful. Encouraging others to misuse the type could be a criminal offense on your jurisdiction.
