Set yourself up as administrator -- then
from IE
Tools
Internet Options
Check the Privacy, Security and Content tabs.

In the Content tab, if you click "enable" set all the contents you will allow, then on the General tab, you can set a password.

What browser do you use? You don't need a downloaded program that can possibly carry spyware and screw up your computer. Firefox and Mozilla are a little hard to configure to block websites. You can block pop ups from certain sites and thats all i know about. IF you have Windows Explorer, go to Tools, go down to Internet Options, in the Internet Options dialog box, and go to the Security tab. Click the restricted sites and click sites. A new box pops up, where you can add sites to block.
