I seriously have no idea, so if it's offensive to you , I appologize in advance. It was on my door this morning. HELP !

The first word has a spelling problem - looks like it's based on Latin 'destruere', which means 'to destroy' .If it's just transposed from destruam, and it probably is, it translates from Latin as:
I will destroy and I will build
Both verbs are in furure tense, not present as some answers show.

I concur with other answerers, especialy the answerer who pointed out that this is in the future tense, but I wonder about the politics in your home or neighborhood or office. Keep an eye out.

this is latin:
"et aedificabo" means "and I will build/ erect"
i don't know what the first word means
