well with a blog nobody can really, reply to it on your blog, but a forum is open to discussion what you entered into a forum, ( eg wide scale response )

Forum is kinda place that people with same hobby, ideas, profession etc met. You need to register to be a member of the forum if you wanna enter the discussion or post something.
Blog is private place, although everyone can wote to you.

--forum posting is a meeting place for open discussion
--blog posting a shared on-line journal where people can post diary entries about their personal experiences and hobbies.
its basically the same
