you would say
Keep "in mind",wat you are doing is dangerous.
and
You are "on my mind" 24/7.
And there you can see the obvious difference of usage of those 2 phrases.

the proper way to use it is:
I'll keep it in mind. It meas I will remember it.
you do not say on mind you say on my mind or on your mind.
You are always on my mind. meaning I am always thinking about you.

Almost never "on mind," you will hardly ever use "on mind."
The colloquialism is "on [pronoun] mind," but that's an exception, not a rule.

"In mind" would be more of a past tense usage, where as "on my mind" would be more of a present tense usage.
