For a class experiment, we placed steel in different solutions to determine which solution causes the most rusting. To measure the amount of rust, we compared the color of the solution to a color scale. For example, a solution that corresponds to a 2 on the color scale is lighter and color than a solution that corresponds to a 12 on the color scale, which means it rusted less. (Note: The color scale consisted of different shades of orange with numbers assigned to each.) Is the qualitative or quantitative? Or is it semi-quantitative?

Quantitative data means it contains #s and qualitative doesn't contain #s. I'd say it is a quantitative experiment b/c it contains #s.
